Being a filer — someone whose name is on FBR's Active Taxpayer List (ATL) — saves real money in Pakistan. Non-filers pay much higher withholding tax on property purchases, vehicle registration, bank profit, some cash withdrawals and many other transactions. If you are wondering how to become filer in Pakistan, the process is free and can be done entirely online through FBR's IRIS portal.

Exact rates change with each Finance Act, but the gap between filers and non-filers has widened in recent budgets. Even if your income is below the taxable limit, filing a return keeps you on the ATL and protects you from these higher rates.

How to become filer: what you need before you start

  • Your valid CNIC
  • A mobile number registered in your own name (FBR sends an OTP to it — you can check which SIMs are on your CNIC)
  • A personal email address
  • Details of income: salary slips / salary certificate, business income, rent, bank profit certificates
  • Details of assets and liabilities on 30 June: property, vehicles, bank balances, cash, gold, loans
  • Withholding tax already deducted (shown on salary certificates, bank certificates, utility bills and mobile top-ups)

Step 1: Register on IRIS (get your NTN)

  1. Go to iris.fbr.gov.pk and choose Registration for Unregistered Person.
  2. Enter your CNIC, mobile number and email, then the captcha.
  3. Enter the verification codes FBR sends to your phone and email.
  4. Your password and PIN are sent to you. For individuals, your CNIC becomes your NTN / registration number.
  5. Log in and complete the registration form (Form 181) with your address, source of income and bank account details, then submit.

Registration is completely free. You can also register through FBR's Tax Asaan mobile app.

Step 2: File your income tax return

  1. Log in to IRIS and open Declaration → Income Tax Return (114(1)) for the relevant tax year. Salaried people with simple cases can use the simplified return where available.
  2. Enter your income — salary, business, property, profit on savings — and the tax already deducted.
  3. Complete the Wealth Statement (116): list your assets, liabilities and a reconciliation of how your wealth changed during the year.
  4. Click Calculate. If tax is payable, generate a PSID and pay it through internet banking, mobile banking or a bank branch.
  5. Submit the return and wealth statement. Download the acknowledgment for your records.

Step 3: Get on the Active Taxpayer List

After your return is filed, your name is added to the Active Taxpayer List. It is published by FBR on its official website fbr.gov.pk. FBR updates the ATL regularly. You can confirm your status using our ATL status check guide — by SMS to 9966 or on the FBR website.

Deadline and late filing

For salaried individuals and most other individuals, the income tax return deadline is normally 30 September after the tax year ends on 30 June (FBR sometimes extends it). If you file after the deadline, your return is still accepted, but you are not added to the ATL automatically — you must pay the ATL surcharge set by the current Finance Act, and penalties may apply. Check the current surcharge on IRIS before paying.

Tip for students and low-income earners: If you have no taxable income, you can still file a return declaring zero or small income. This keeps you a filer and avoids higher tax when you later buy a vehicle, open investments or receive property.

Example: a salaried person filing for the first time

Suppose Ahmed earns a monthly salary and his employer already deducts income tax. His steps are simple:

  1. He registers on IRIS with his CNIC and his own SIM.
  2. He asks HR for an annual salary / tax deduction certificate for the tax year.
  3. In the return he enters his total salary and the tax already deducted, plus the small amounts of tax deducted on his mobile top-ups and bank profit.
  4. In the wealth statement he lists his bank balance, motorcycle and cash in hand, and explains the change from last year using his salary and household expenses.
  5. Usually no extra tax is payable because the employer has deducted it, so he submits and becomes a filer.

Freelancers, shopkeepers and people with rental income follow the same steps but must declare those income heads too. Freelancers who receive foreign remittances through banks should keep their bank statements and PRCs (proceeds realisation certificates) ready.

Filer fees in Pakistan — do you have to pay?

FBR charges no fee to register or file a return. You only pay the tax actually due on your income (if any) and penalties or the ATL surcharge if you file late. Tax consultants charge a service fee for filing on your behalf, which is optional.
