A birth certificate is the first legal document of every child in Pakistan. You need it for the child's B-Form, school admission, passport and later the CNIC. The good news is that you can now get a birth certificate online in several areas through NADRA's Pak ID app and Punjab's e-Khidmat service. This guide explains who issues it, the documents and fee, the online and office methods, and what to do if the birth was never registered.

Who Issues the Birth Certificate?

Birth certificates are not issued by NADRA offices. They are issued by the local government:

  • Union Council or Municipal Committee in most areas
  • TMA / Municipal Corporation in some cities
  • Cantonment Board in cantonment areas
  • Metropolitan Corporation Islamabad (MCI) / union councils in Islamabad

The Union Council enters the birth in NADRA's Civil Registration Management System (CRMS) and prints a computerized certificate. That is why people call it the "NADRA birth certificate". The same record is later used by NADRA for the B-Form and CNIC.

Documents Required for a Birth Certificate

For registration within 60 days of birth (Punjab e-Khidmat list; other provinces ask for similar documents):

  • Application form (Form A / birth registration form)
  • Hospital birth slip (if the child was born in a hospital)
  • CNIC copy of the applicant
  • CNIC copies of the father, mother and grandfather
  • Copy of the child's vaccination card
  • Two recent photographs of the child

Tip: Write the child's name exactly as you want it on the B-Form, passport and CNIC. Changing a name on the birth certificate later is a long process.

Birth Certificate Fee 2026

Fees are set by each province and local council. Punjab's e-Khidmat Markaz publishes these rates:

How to Get a Birth Certificate Online (Pak ID App)

NADRA now offers Union Council birth registration through Pak ID in Punjab (under an agreement with the Local Government Department) and Islamabad (launched with CDA and MCI in June 2026). Certificates are issued digitally to the applicant's phone.

  1. Install Pak ID or open id.nadra.gov.pk and log in with the father's or mother's CNIC.
  2. Open the civil registration / Union Council services section and select birth registration.
  3. Choose your province, district and Union Council.
  4. Enter the child's details: name, date and place of birth, gender, and parents' details.
  5. Upload the hospital slip and other documents listed above.
  6. Pay the fee online and submit.
  7. After Union Council approval, download the digital certificate from the app.

If the service does not appear for your area, use the office method below.

Office Method: Union Council or e-Khidmat Markaz

  1. Collect the documents above and visit your Union Council, or an e-Khidmat Markaz in Punjab.
  2. Fill the birth registration form, with the father or mother signing and giving a thumb impression.
  3. Pay the fee and keep the receipt / tracking ID.
  4. The UC Secretary verifies and enters the record in NADRA's system.
  5. Collect the computerized birth certificate. On-time registration usually takes a few working days.

Late Birth Registration

If the birth was not registered within 60 days, it is a late registration. Expect extra paperwork:

  • An affidavit giving the date and place of birth
  • Supporting proof such as the vaccination card, school certificate or hospital record
  • Verification by the Union Council; in some cases approval from a higher officer
  • At Punjab e-Khidmat, births older than 2 years need a court order

Note: Adults who already have a CNIC but no birth certificate (for example for a visa file) should ask their Union Council about late registration. Their CNIC and FRC help prove the family details.

After You Get the Birth Certificate
