Nikah Nama Registration in Pakistan 2026: Union Council & NADRA Process

Quick answer
A Nikah Nama is registered by the licensed Nikah Registrar who performs the Nikah, and then entered by the Union Council into NADRA's system. After that you can get a computerized Marriage Registration Certificate (MRC). Registration is required by law under the Muslim Family Laws Ordinance 1961.

A Nikah is valid in Islam once it is performed, but in Pakistan it also has to be registered so the state recognises it. Without registration you can't get a computerized marriage certificate, update the wife's CNIC, add children to the family record or apply for a spouse visa. This guide explains Nikah Nama registration step by step: who does it, how it reaches NADRA, what documents you need and what to do if the Nikah was never registered.
Why Nikah Nama Registration Matters
The Muslim Family Laws Ordinance 1961 requires every Muslim marriage in Pakistan to be registered. A registered Nikah Nama is legal proof of:
- The marriage itself, date and place
- Haq mehr (dower) and how and when it is payable
- Conditions agreed by both sides, including any delegated right of divorce (clause 18)
- The identities of the bride, groom, wakeels and witnesses
Registration is also the first step for almost every later document: the computerized NADRA marriage certificate (MRC), the wife's CNIC update, the Family Registration Certificate, children's B-Form and spouse visas abroad.
How Nikah Nama Registration Works (Union Council to NADRA)
- Nikah ceremony: The Nikah Khawan or licensed Nikah Registrar fills the official Nikah Nama form. The bride, groom, wakeels and two witnesses sign it.
- Registration by the Nikah Registrar: The registrar enters the marriage in the register and sends the Nikah Nama copies to the Union Council. The Nikah Nama is prepared in several copies: one each for the bride and groom, the registrar and the Union Council.
- Union Council entry: The Union Council (or TMA, Cantonment Board, or Arbitration Council in Islamabad) enters the marriage into NADRA's Civil Registration Management System (CRMS).
- Certificate: The couple can now apply for the computerized Marriage Registration Certificate (MRC).
- CNIC update: The wife (and husband, if needed) apply to NADRA to update marital status and spouse name. See our CNIC modification guide for how modifications work in Pak ID.
Tip: Before the Nikah, check that the person performing it is a licensed Nikah Registrar of that Union Council. If a local imam without a licence performs it, you must get it registered separately at the Union Council.
Documents Required for Nikah Nama Registration
- Nikah Nama duly filled and signed by all parties
- CNIC copies of the bride and groom
- CNIC copies of the fathers of the bride and groom
- CNIC copies of the two witnesses (and wakeels, if any)
- Union Council application form
- For a second marriage: permission of the Arbitration Council, as required by law
- For a divorced or widowed bride: divorce certificate or death certificate of the previous husband
Make sure every name and CNIC number on the Nikah Nama matches the CNICs exactly. A single spelling mistake causes problems later at NADRA and embassies.
Nikah Registration Fee
There is no single national fee. The Nikah Registrar's fee and the Union Council fee are fixed by the provincial and local government and differ between provinces and even Union Councils. Some useful reference points:
| Item | Fee |
|---|---|
| Computerized marriage certificate, Punjab e-Khidmat Markaz | Rs 200 (7 working days) |
| Nikah Registrar fee | Set by province / UC; ask for a receipt |
| Late registration | Extra fee or penalty may apply |
Warning: Always ask for a written receipt of the fee you pay to the Nikah Registrar or UC. Overcharging is common, and a receipt is your proof.
Late Nikah Nama Registration (Nikah Never Registered)
Many couples discover years later, often when applying for a visa or a child's B-Form, that the Nikah was never registered. It can still be fixed:
- Visit the Union Council where the Nikah took place with the original Nikah Nama.
- Bring CNICs of both spouses and, if possible, the witnesses.
- Fill the late-registration application; some Union Councils ask for an affidavit on stamp paper.
- Pay the late fee or penalty, if charged.
- After verification the marriage is entered in CRMS and you can apply for the MRC.
If the original Nikah Nama is lost and the Nikah was registered, request a certified copy from the Union Council or the Nikah Registrar's record. If it was never registered and the document is lost, you may need to go through the family court. A family lawyer can advise on your case.
Registering a Nikah Through Pak ID
NADRA and Punjab's Local Government Department signed an agreement to offer Union Council services, including marriage registration and certificates, through the Pak ID app. Punjab also offers the marriage certificate at selected e-Khidmat Markaz centres (helpline 1317). Availability differs by district, so open Pak ID and check if the service appears for your Union Council; otherwise visit the UC office. For NADRA questions call the NADRA helpline.
Overseas Couples
If the Nikah took place in Pakistan but you now live abroad, a close relative can usually follow up at the Union Council with an authority letter and copies of your NICOP or CNIC. If the Nikah was performed abroad, it is registered through the Pakistan embassy or consulate.
