The Benazir Income Support Programme (BISP) is Pakistan's largest cash support programme for low-income families. Its main scheme, Benazir Kafaalat, pays a quarterly installment to eligible women. The official way to check eligibility and payment status is the 8171 service — an 8171 check online on the web portal or by SMS.

Current BISP installment amount

In the federal budget for 2025-26, the Kafaalat stipend was increased from Rs 13,500 to Rs 14,500 per quarter, effective from January 2026. Additional conditional programmes such as Benazir Taleemi Wazaif (education stipends for children) and Benazir Nashonuma (nutrition support for mothers and young children) are paid separately to families who meet their conditions.

All three start with the same step: the household must be registered in the NSER survey and found eligible. That is why the 8171 check is the first thing to do.

Method 1: 8171 check online (web portal)

  1. Open the official portal 8171.bisp.gov.pk. Check the address carefully — it must end in bisp.gov.pk.
  2. Enter your 13-digit CNIC number without dashes.
  3. Type the captcha code shown on screen.
  4. Click the check button to see whether you are eligible, not eligible, or need to update your survey.

Method 2: Check by SMS to 8171

  1. Open your phone's messages app.
  2. Type your CNIC number without dashes (for example 3520212345671).
  3. Send it to 8171.
  4. You will receive a reply in Urdu about your eligibility status.

Who is eligible for BISP?

Eligibility is decided by the National Socio-Economic Registry (NSER) survey, which gives each household a poverty score based on income, assets, family size and living conditions. Payments are made to the woman of the household. Families with government employees, significant assets, frequent foreign travel or high phone and utility bills are generally excluded. BISP alone decides eligibility — no agent can "approve" you.

How to register for BISP (NSER survey)

  1. Visit the nearest BISP tehsil office or registration centre (find the address on the official BISP website or ask the helpline).
  2. Bring the CNIC of the woman applying and CNICs / B-Forms of all family members.
  3. Answer the NSER survey questions honestly — the score is cross-checked with NADRA, banking and utility data.
  4. After a few weeks, check your status again on 8171.

Why was my 8171 result "not eligible"?

BISP's system automatically cross-checks data from NADRA, banks, telecom companies, FBR and utility companies. Common reasons for being excluded include a household member with a government job, ownership of a car or significant property, frequent international travel, a high monthly phone bill, or a tax filer in the household. If your circumstances have genuinely changed (for example job loss or a death in the family), update your NSER survey at the tehsil office; your score is recalculated after the update.

How to collect BISP payment

Eligible beneficiaries receive an SMS from 8171 when the installment is released. Payment is collected in person with the original CNIC and biometric verification through designated bank branches, campsites or retail agents announced by BISP. You should receive the full amount — nobody is allowed to deduct a "fee".

Avoid 8171 scams: BISP sends messages only from 8171. Messages from other numbers claiming "you have won Rs 25,000" or asking for a fee, PIN or OTP are fraud. Many look-alike "8171 portal" websites also exist — use only 8171.bisp.gov.pk. Report deductions or fraud to the BISP helpline 0800-26477 (toll-free).
